Your daily Minnesota news roundup starts … NOW. Luis Caiza was arrested by ICE 10 months ago, but he has neither been deported nor released. Instead, he’s stuck in limbo in a detention facility in Estancia, N.M., while his family remains in Minnesota. They came to the U.S. from Ecuador seeking asylum, but now he’s stuck in what he calls inhumane conditions along with other detainees. The Medicaid program House Stabilization Services in Minnesota was so problematic when it comes to fraud that Gov. Tim Walz shut it down last year. Now the state is looking to replace it with a more robust program that can help elderly and disabled people with housing without losing $26 million to fraud.  The Minnesota Correctional Facility Stillwater is scheduled to close in 2029, which means that prisoners have been getting transferred out and leading to a total current population of 300, down from more than 1,200. The facility has switched models to an earned living unit (ELU), where detainees who avoid disciplinary infractions can earn more freedom, and the result is a prison that may be doing more to rehabilitate its residents. A massive construction project is underway on the south bank of St. Anthony Falls that aims to restore the natural habitat there. Called Owámniyomni by the Dakota, the falls were turned into an engine for the city’s growth in the mid-1800s, but the project is uncovering and restoring a lost bit of Indigenous history to the area.  And finally in your Minnesota news roundup: Despite only having 22 officers — a pittance compared to the police departments of larger cities — Cloquet PD has placed in the top five in the state for making 36 DWI arrests between Memorial Day and Labor Day. Which, like, good job for sure getting impaired people off the road, but not really sure if this says more about the police or about the people driving in Cloquet.
